Key words in your post are "doesn't matter" as that is my opinion of all of this back and forth on the permit. They received full salvage before and they will get it again. That part is a done deal as far as I am concerned. The only unknown now is how quickly will they find something of value and how quickly will they find something of tremendous value and then, how often will they find very valuable items. A partial manifest has been posted from one of the ship's stops so we know there are tens of millions in treasure at the least.
Key points forward will be how much they find on their first and subsequent finds, how often they start finding items, locating a full manifest from all the stops along the way and what wrecks are on the horizon and what will they produce?
With a full manifest, an estimate can be calculated on what the value of the wreck could be. Whatever is predicted will be wrong (too high to too low) but it will give us an idea of the potential value of the treasure.
Also Spain has been discussed several times but some are hard-headed. Let me make this as easy as possible. Assuming it is not a war ship (1715 fleet were not warships):
OMEX = Deep International water treasure = Spain gets treasure (most likely)
SFRX = Shallow federal/state waters = Spain does not get treasure
