My understanding of current permitting process:
Phase 1: Discovery/mapping stage - finding out if you have a wreck via diving and mag surveys
Phase 2: Dig and Identify - showing the state of FL that you do in fact have a wreck and if possible identifying the wreck
Phase 3: Full Salvage/recovery - salvaging the wreck
The permit process used to have only two phases, Discovery and Recovery. Now it is broken down into 3 phases listed above. Before Kyle Kennedy came along it was easy to get a Discovery permit and nobody got a Recovery permit. He changed all of that. We have the Salvage permit for Juno and Lantana and the phase 2 for Site 3 which will convert to full salvage when we have our needed items and are ready to pull treasure up.
At least that is the way I understand it.
