The world down here is so damn small. If there was an oil deal on the table,
volume, share price would be leaping bounds before it ever got to a press
release. My guess is we're still at least 4 weeks out from anything.

Wash trading / manipulation is all that is going on right now.

My guess is if there is an "oil deal" coming, it's going to coincide with some
shares coming off restriction.
