i'm rather familiar with how this works ..

my guess is initial report would be commissioned for this first level of info

i'd expect future reports to be commissioned as specific milestones are reached
re: P2O prox and this national co. and their *clients*

what is telling isn't the *rating* >> but that it was commissioned to begin with

just another foundation/level laid in place for LONG TERM *goals*
