That is the ideal situation but with 92% going to landfill I would hypothesize that recyclers are not willing to pay $800/ton. Companies with scrap plastic must realize that if they are not getting that amount for their scrap plastic and actually having to pay to get it into a landfill that maybe the scrap plastic is not worth $800/ton.
Supply and demand tells you that if there is a large supply but little demand that the price should be set accordingly.
