I think they can't issue any more authorized shares, but I think there were many previously authorized shares that hadn't been issued to any entities, as they have been and are probably still being in the deals picon talked about.
Also, the shares coming off restriction does not mean they have hit the market. It takes at least two weeks to get the restrictions removed from the certificates people got and to deposit them with a broker (only certain brokers will take the certificates -- very different from buying shares on the open market, which you can then trade a few hours later if you want).
