My bet is that the dtcc is playing games and most likely put the global lock on purpose. i was an investor in another company and if my memory serves me correct, one of the lawyers or company officers had a very stern talk with the DTCC and basically they whipped out a resolution in a matter of a week or two. It was something i had never seen successfully done before. I guess you have to have courage and not take any crap to make progress in these situations.
