Never. That is not the way it works. The role of an Engineering firm working for an Owner is to: define the requirements as required by the Owner; and to perform the Engineering,, Procurement, and possibly Construction Management work. They will do the E, P for sure and may do the CM if they are a full EPCM firm.
The E is fairly obvious. The Procurement is ensuring that the LL items are fabricated to the Owners requirements at a fab shop. They communicate with them as necessary to ensure that the items ate delivered to the site timely. They also provide a full set of drawings to go to the Constructor to build the plant.
No engineering firm would ever manufacture anything. They would manage a bidding process to source a supplier for the shop work.
In the case of PTOI, if the last PR is true, the Engineer has some drawings to start with. Their job is to complete them and to ensure that the result meets the Owners standards for Quality, Constructability, Environmental Compliance, and Safety.
If Units 4 and 5 are in storage at a fab shop, they are incurring storage fees to PTO.
Handing the EPCM business off to an Engineering firm is a good idea and sound business, I just don't know who is paying for it.
