Here's some history regarding the OTCB Delistings and rule 15c2-11 - "What Happened"

And if you check the number of delistings that day it backs up what the letter explains, that a MM due to low volume, eventually will drop sponsorship of a number of securities to control costs. Here's the list for July 17, 2014, I count almost 90:

Since there are almost no deletions in the 4-5 days before that, I suspect all those companies were de-sponsored by the same market maker. The only thing that this is indicative of is MCIG's volume fell below the market makers minimum volume threshold for sponsoring a security, not problems with the company itself.
