If you are referring to the affidavit yes it is a part of a lawsuit by a fellow who claims that the MMPR does not allow him to obtain a specific strain of medicine he received under MMAR.
The HC representative does a good job of addressing that point.
I also have a copy of the government factum in the injunction appeal. I find it a fascinating read. It is a PDF copy so if any one wants a copy just send me a private message with an email address and I will forward it.
