No, lets not confuse the issues. He said he would not announce the , License', until he had it in hand because of all of the drama it would cause.
Let's examine this for a moment. I would say Bill got a call and was told verbally that all was a go, and expect mail. On that , we got the inspection news.
Now, it is time to sign contracts with RXNB to have that end finalized, as I think the intent was to do a double whammy by announcing both together, ie: merger and license, and maybe, just maybe, a timeline for the up-list, which of course include the AUDITED, financials.
It would take a couple of months to produce a crop, and to up-list, which would be perfect for the preparation of 3rd qtr. audited financials and during the fourth qtr., an up-list.
The above is just my personal feelings about how I see things going, based on how things have been said and done.
