It's all a matter of how much common sense one has. There's a time to be inquisitive and a time to be silent. It all depends on the sources that you are reaching out to.

You probably just didn't carefully think out the expectations before you called.

You can never expect a government agency employee to reveal information that was not directly available to the public. If you didn't get results by Googling 'Baltia FAA gag order' then it wasn't public knowledge or it doesn't exist and therefore could not be privately discussed by an FAA official to a complete stranger over the telephone.
