The State Department has banned participation by U.S. ambassadors and other high-profile foreign service officers. It closed even? 3.85

Well if the average person here owned 50k shares it would only take 20k people to own a billion. But you have people who are trying to get rich quick and they buy at 4.50 and then when it drops to far they panic and sell for a loss or they sell as soon it reaches their break even point. This is what the typical investor does according to "William J. Oniels-How to make money in the stock market"
But your right a billion shares is not a lot.
