I contacted Gerald about this, and received his reply a little bit ago.
Looks like it was simply a mis-stated term. I'm confident he intended proportional, not disproportional, in reference to any reverse split strategy being considered for listing on NASDAQ. Proportional aligns with his comments in his blog post.
This should end the uncertainty on this topic.
