That's the problem with setting deadlines on big, defining, news. I'm shocked and stoked to read the before the end of the month Bill estimate.
It's dangerous if Bill isn't holding the license. I continue to believe Bill wouldn't be that reckless and that the BOD would have forced a clarification if this were a slip up or misquote.
