HC has taken the position that edibles would not be allowed unless there were clinical trials but is refusing to fund them. Usually pharmaceutical companies pay for the clinical trials and present data to HC.

With this being a "new industry" no companies so far have decided to fund research. Maybe that is what Bill was referring to.

Another possibility is when they amended MMPR they consulted with companies to adjust regulation. I always figured he was referring to that.
