Best asking the IR but it sounds like they had stock based compensation and TECO stock was trading under 3.5 cents at the end of September which is probably under the price it was issued. Even if it was issued at 4 cents, and I'm just guessing, that's still a loss. I think it's like when money managers have to report unrealized losses on their portfolios. That would be my guess on this issue.
