Mornin' Bud. I asked that question to IR and the response was something to the effect that it 'looked' like the activity of giving out License's was picking up. But, that stock already had a license which made them a shoe in for another as they didn't have to jump thru the hoops we will, and have been doing. They are already proven out with H / C.
In order for them to fill their current client list needs it was important that they are back in operation so the pre existing client need could be met. In other words I think it was more for the clients, than the company. That would be the main focus of H / C. at this point. IMO
