I have seen companies play with the numbers before, It's nothing new.( not saying these guys are)... Penny stock guys usually pay a fine and move on.....
Go back even and look at WorldCom... Enron.... many large companies have put out BS numbers...
I believe there is in excess of 20 million more shares yet to hit the street.....don't recall the exact amount
