From your link, starting in 1980, 18 of 35 years experienced subzero.
for the past 15 years 7 years had subzero temps.
50% seems to be pretty consistent.
If that qualifies as not so much, ok then.
Anyone else making such an elementary mistake would be fired at a minimum, having their PE license revoked and sued into oblivion at the worst end of possibilities.
