Not sure I fully understand your question but yes, they are on opposite sides of the country. DC is not a state like Washington is.
Washington State is on the West Coast and Washing DC is on the East Coast.
DC is a federal district (District of Columbia) is home to the white house, pentagon, etc (government hub). DC borders Virginia and Maryland
Washington State is probably one of the most beautiful places in the USA!
They would require different licenses.
