The TA cannot tell you everything, you can sell restricted shares with the legend on them before getting it removed. SEC Rule 203 allows such warrant, debt holders and financiers to do so. All she had to do was deliver a signed letter from the retained counsel showing they were going to remove the restricted legend form her shares to her broker.
Chart indicators are meaningless as to telling the whole story and are easily maniuplated, you only get part of the picture.
