A group of stock promoters face criminal charges and a civil enforcement suit following an SEC investigation into an alleged pump-and-dump scheme in which authorities say the promoters reaped more than $2.5 million in illegal profits by manipulating the stocks of medical marijuana-linked microcap companies.
