I'm skeptical that Bordynuik can come up with any lie that would be good enough to push the share price up for even an entire day. Or at least, a lie that that wouldn't be so egregiously over the top that it wouldn't risk the SEC finally deciding to suspend this thing.

I really can't see a PR announcing some type of "joint venture" with one of His Excellency's contacts in Malawi or in some other poverty-stricken hole moving the stock.

I think going as far as to PR something like a letter of intent with a nonexistent engineering firm who they refuse to name would be too much of a risk.
