Drying out powder is having some money ready to pull the trigger in buying more shares. Sometimes, I sell shares of other stocks to raise funds to buy this one on pullbacks. Because I have to wait 3 days for the funds to come available, I refer to this as drying out powder.
Also, if you add funds to your account, then the 3 day rule applies and your situation is the same...your waiting for your powder to dry so you can pull the trigger to buy shares on a down day.
