Maybe not? I still don't understand it, but apparently there are at least two licensed producers that aren't yet listed on HC's website:

Both of these say they are licensed under the mmpr on their websites, but are not listed with the 13 companies we know about on the HC website.
AFAIK, no one has been able to explain this yet, but it seems to suggest that HC is behind in everything, including updating their webpage.
