Nope, no fly-by. I believe we will see a flight plan at least a few days before the show for N706BL to arrive.
I further believe some of the Phase III exercises involving her will be performed right there - beginning the week right after the close of the show.
Not to fear, N706BL will be present at the show and Baltia will be officially accepted into Phase III.
