It does in fact state "broker can't even cut a cert", that does imply the broker is producing certificate, which they clearly do not.
Pretty simple, provide documents that state there isn't shares to issue in physical form
Will be waiting.
Can't issue a cert if there are no shares to back up the request for transfer.
The TA is not in the business of printing counterfeit certificates. Although I am certain that those responsible would love for that to occur. This way, they could call in another favor from their buddies at the SEC and FINRA.
Nice to have the Boston SEC office on speed-dial.
