I roughly get a range of anywhere between 20-40 at any given point in the day. I'm connected via ethernet so that gives me a more direct connection.
I'm not paying more for this speed, I'm paying the standard rate $29.99.
It really comes down to cable provider and areas and as we can see on the US Map, most people (70-80% of the US population) has an internet speed of 10.9 mbps or higher.
