as long as the dtc chill remains in effect,theoretically the only stock that can be traded is stock not under control of the dtc and its nominee cede and company.
Thus,only those w physical stock certificates can relinquish their stocks to brokers to sell. Then brokers manually try to match w a buyer. Except for naked shorts
