Hayden IR, if you look at their site, they use a lot of institutional investors with their clients. The news only came out today so they could only approach the institutions as of today.

These guys are not retail, they are not the usual lists you get with typical penny stocks. They evaluate, usually have a meeting and expect a presentation and DD pack.

So the NEWS only hit today, so they have only just got the info to act on.
