What do exactly MEAN by its not going to be 100% !!!???

ok, I'm a little ahead of myself. But if we fall short of my expectations, then what!
SERIOUSLY, what then. We're only at say, 500% or it was really bad and it was only 100%.
Would we still be considered the Gold Standard.
And which gold standard? 18k, 24k, 12k, dipped in gold, gold leafed, pure, inlayed?
Why can't someone just explain it!
