I am humbled by all the experts on this board, but I will write my thoughts.
It could be they are buying back shares from the people/co. (such as Hemp or Northcal - if they have any) that they wrote out those billions to.
Could be after that they will "attack" the open market. I say this because if it were the other way around, it would be much harder for them to give up their shares after seeing the spike (caused by the buyback on the open market).
Just a guess.
