Frost line depth in Cleveland, OH and Syracuse, NY is 3-4 feet. That depth would require a sustained freezeing temp for some time.
Memory serves me correct, the bigger issue was with pouring the concrete in the winter. It came at a premium, but was doable.
If you're talking a massive 3-story hempcrete building...I can only imagine how much foundation that would need.
