Well, someone spent $23 to buy 200 shares at $0.115. If they can maintain that price until tomorrow, the bid sitters will probably feel empowered enough to up their bid from $0.081 to $0.10.
Right now nobody wants to buy more because the paint is above the ask. Buying shares will remove the paint.
