After listening to the meeting i believe the counsel will make Cen jump through some hoops, like getting studies, but ultimately will approve the site. Counsel members basically inferred that they would rather piss off a couple of neighbors rather than answer to the more than 30,000 other residents regarding why they failed to create jobs.
