There was a mention of a writ of mandamus.
Thats if a public official reuses to carry out their legal duties you get a writ of mandamus that forces them to do it (kind of like a reverse injunction).
For example a judge was pissed off about something in Alberta and refused to hear cases. So the government got a writ of mandamus forcing him to.
That means at least one person on council feels they don't have a choice.
