10% of the Float is substantial, in fact I find it most humerous how short interest at less than 1% was considered massive, yet here is 10% of the trading

It is very likely the trigger that popped the suspension, maybe you should review the SEC Roundtable on Micro Caps they seem to view such large issuances as suspect.
By the way, that is well beyond the beneficial owner limits.
