A r/s won't do anything for longs, and only benefit the shorts that much more. A divi on the otherhand, would screw the shorts good. Even a 1 for 100 divi is all it takes, since shorts would also have to PAY the divi, which they cannot do, since they cannot create that new divi share.

JR could still do a 1 for 100 divi without even having to raise the a/s, and a divi payout would force a short squeeze.
