According to their FAQ, FlightAware will show the flight as "scheduled" as soon as the flight plan is filed:

BUT - that is different from when Baltia submits their plan to the CPT - when they submit it to the certification team they are giving their plan to them to review, critique, adjust, etc. Once they finalize their plan, routing, times, etc, they'll file an actual FAA International Flight Plan (or more specifically, the Dispatchers will) and it will appear on FlightAware. Hope I made sense there.
