Why would they not want the PPS to pop? They are not going to try and hold the price down. They wouldn't be able to in any case. It is my belief that when they harvest the first tree(s) there will be many that know about it and we'll will see volume rise and price creep up. until then, no trees. And to reiterate an earlier post, I think it will likely be a month or so, soonest, before they are able to pull a tree. It will take at least that long to get reorganized to start.
