In fairness, they have to be exhausted. They are facing big risks for losses on several fronts and are stretched thin imho. I don't think they have nearly the same clout they once had with the regulators either. Once the dam bursts with any one of their trouble spots it will start a flood of others imho. I believe we are on the cusp of a huge transfer of wealth as those of have stolen trillions are forced to pony up. A reversal of fortune and justice being served will be fun to be a part of after all these years.
