Keep in mind that hiring pilots is a good sign. Currently they are training pilots that are going to be participants in Phase 3 - I assume most of which are check pilots and instructors. They will likely handle aircrew duties through Phase 3, but Baltia needs line pilots for the current pilots to train. Advertising to hire pilots is great for us as it means that they are anticipating the need for pilots here in the near future. They wouldn't want to hire pilots and pay them a stipend if they weren't going to be utilized soon.
