Their strategy seems to be to keep throwing all their money at these mysterious forces until the boogeymen's bank accounts are filled to the top. Once the boogeymen are thoroughly satisfied, maybe they will then leave the strong longs alone. It's like the pothole theory...just keep filling it with material until it no longer causes problems.
