Possible but I doubt it. HC has not issued any licenses. What I think is more likely is that

a) the injunction took the pressure off them

b) initial problems with those that have been approved has lead to amendments to regulations. AS the license approval means compliance with regulations this lead to slow down

c) HC has limited staff in this area and were swamped with applications therefore big back log
