Canada has licensed total 13 producers of cannabis. Only one is public (Tweed); the other 12 are private firms. Their bias is clearly in favor of private firms at this time which is reasonable given public policy issues and the minefields of public company regulations, laws, and liabilities. The rare CSA Investor Bulletin warning was issued in this context.
