Seems to me, much of what is wrong could be fixed simply by re-instituting the uptick rule.

Oh yeah. And also enforcing it.

And oh yeah, also banning revolving door employment offers.

And oh yeah, prosecuting those who willfully break these rules to defraud traders of their assets.
