its the trade able float that is the catalyst , the lower the float the less dilution /selling you have in a stock

Float formula is the o/s - the restricted shares = trade able float

So lets says A/S is 10 Billion , the O/S (issued shares)is only 200 Million and 150 million of that issued is restricted , that leaves only a potential of 50 million shares (float)that can be sold into the Promotion..... so the 9.8 Billion shares left in the A/S is a mood point , those have not been issued out by the company into the open market therefore are not available for dilution
