Tanis, It happens all the time US traders are just not aware of it.
99% of all investors understand nothing about the stock market. US traders are only allowed to know what the US want them to know the way it is.
I see it all the time people saying can't short OTC, yesterday I seen statements can buy OTC pre-post market.
You can do anything in the stock market, if you are a trader and know the rules around US restrictions,
