It seems to me that one of the main reasons to build this "test facility" in Texas has to do with the deregulated electric utility market.
From the PR:
"The deregulated Texas electric utility market allows pure customer choice for their source of energy."

Does anyone of you know if Texas is the only state so far with a deregulated market or are there any other states as well?
Are there any chances that this kind of legislature will be implemented on a federal level in the future? If not, what are the arguments for not doing this?
(maybe these are dumb questions but as a European I'm not so familiar with U.S. state and federal law....)
